Promote a high degree of professionalism in purchasing activities. Minimize risks to PPPL and the government, while meeting Procurement objectives, safeguarding Laboratory policies, and maintaining effective relationships with Department of Energy (DOE), Princeton University, and various Laboratory stakeholders.
The Senior Buyer (Procurement Specialist IV) is responsible for cradle-to-grave administration of commercial and non-commercial higher risk, high profile and complex acquisitions.
Reviews, assesses and executes commercial and non-commercial procurements, while communicating effectively, professionally, robustly and in a timely manner with requestors and stakeholders
Utilizes independent problem-solving techniques and skills, including managing procurement requestor meetings to minimize procurement risk and promote value of the procurement process
Supports acquisition pre-award support including: SOWs, Acquisition Strategy Support, Cost Estimates, Market Research, RFPs/RFQs, Source Selection, and other miscellaneous pre-award documentation
Seeks quality goods/services at fair and reasonable prices to meet the Laboratory’s needs - Processes complex requisitions and determines the method of procurement based on the characteristics of the request
Conducts vendor conferences and negotiates with vendors on large and complex purchases
Maintains excellent file documentation, standard format and record retention consistent with PPPL Procurement manual for all procurements
Engages in post-award administration
Serves as a Team Lead offering mentorship and assistance to junior members of the Procurement staff
Supports Procurement management & compliance objectives by contributing to procurement file reviews as needed
Contribute to the ongoing improvement of the procurement process by using and developing standard tools, templates, and effective contract language appropriately
Engages in discussions of lessons learned and corrective action plans, and then assists in implementation of suggested remedies
Represents the Procurement Division as a procurement subject matter expert and addresses incoming process and policy inquiries The PS III participates in special projects as assigned by the Director of Procurement and assumes the authority fully commensurate with assigned duties and responsibilities
Create clear, effective, concise and meaningful written and verbal communications with requestors, project stakeholders, management, and subcontractors in all phases of subcontract administration
Demonstrate commitment to the role and assignment as Procurement Liaison to projects, events, programs, and stakeholder outreach
Exhibit cooperative, collaborative, and professional behavior with all branches of Business Operations and the Laboratory community
Ample experience in all aspects of market research, source selection, cost/price analysis, negotiating in accordance with relevant procurement regulations and best practices.
Knowledge of computer-based procurement systems; demonstrated skills using various software
Strong proficiency with Microsoft Office.
