The Senior Policy Analyst to the CEO ensures directives of the CEO are addressed in a timely and effective manner. Significant aspects of the work include the organization of work, fact finding, coordination of efforts within the organization, conducting research, analyzing current policies, evaluating the effects of proposed legislation, and reporting on findings, and the development of presentations and reports. The Senior Policy Analyst reports directly to the CEO. The Senior Policy Analyst actively participates with senior management staff in the advancement of the CEO’s work plan and is a key component of work plan execution.
Essential Duties & Responsibilities:
Manages special projects and organizational initiatives of the CEO to ensure their timely and successful implementation.
Develops schedules for work completion, organizes and prepares meeting agendas, develops and coordinates topics for Board of Directors consideration.
Provides general assistance and support to the CEO on matters concerning the administration and strategic direction of the organization.
Conducts research, analyzes current policies, evaluates the effects of proposed legislation on AlexRenew, interacts with elected officials at state and national level; and reports on findings.
Analyzes the impact of and advise on Federal, state and local legislative and regulatory proposals related to environmental issues that could impact AlexRenew.
Tracks congressional legislation, hearings, and other activities that may impact the AlexRenew or overall water sector programs and policies.
Assists in the coordination and preparation of legislative proposals, issue papers, responses to Congressional or senior leadership inquiries, and fact papers.
Monitor, interpret and report on changes in environmental trends and regulatory initiatives that impact AlexRenew business efforts.
Prepares senior officials for appearances before Congress or State committees including any presentation materials.
Prepares read-ahead materials for senior leadership meetings.
Draft/prepare written position statements, talking points, reports, memos and other internally and externally facing communications.
Organizes, schedules and manages execution of or organizational initiatives on behalf of the CEO.
Works with and through the CEO to execute programs that support the organization’s strategic planning and organizational development agenda.
Develops and implements a long range CEO work flow process and calendar that permits the CEO sufficient time to review, analyze and provide direction on strategic issues affecting management of the organization.
Prepares meeting agendas and appropriate supporting documentation for agenda items to maximize the efficiency of meeting discussions.
Confers with and advises department managers in the preparation of responses and action plans in accordance with the CEO’s policies and direction.
Actively promotes safe behaviors and health awareness at all times in the execution of daily tasks.

Education and/or Experience:
Bachelor's Degree in Business or related field preferred, or combination of education and experience.
Seven (7) years of progressively responsible business and management analysis experience including legislative policy analysis and negotiation.
Demonstrated knowledge of the principles, practices and theories of management
Demonstrated knowledge of modern principles, practices, techniques and methods of public administration as applied at the municipal level of government.
General knowledge of the practices, methods and techniques of public budgeting.
Ability to develop procedures for administrative improvement.
Ability to develop comprehensive plans from general instructions.
Ability to gather facts, do analytical research of regulation and legislation, make thorough analyses and arrive at sound conclusions.
Ability to interpret findings.
Ability to prepare and write comprehensive reports and proposals.
Ability to establish and maintain effective working relationships with employees, elected and appointed officials, representatives of private sector, community groups and citizens.
Computer proficiency in Microsoft Office suite.
