The Operational Continuity Program Manager is part of the Office of Emergency Preparedness team at Vanderbilt University Public Safety department and will be a leader responsible for responsible for the development of an Operational Continuity Program, facilitating emergency response and recovery operations and assist with emergency management and public safety operations for Vanderbilt University. Reporting directly to the Director of Emergency Preparedness & Safety Services, this position will engage stakeholders from all sectors of the university to identify, analyze, prioritize, and promote solutions to ensure Vanderbilt's core mission deliverables such as teaching, research, and public service functions are resilient to minor disruptions, moderate emergencies, and major disasters.
Vanderbilt University Public Safety comes under the charge of the Office of the Associate Vice Chancellor / Chief of Police for the Division of Administration. The Public Safety Department includes a staff over 200 people. The department is organized into three Divisions: Administration, Operations, and Auxiliary Services. The Department employs commissioned officers, non-academy trained officers for security-related functions, and administrative personnel.
Duties and Responsibilities
Operational Continuity Program
Develops and maintains a strategic operational continuity plan and policy for the Vanderbilt University enterprise.
Coordinates and facilitates the university operational continuity committee. This committee will be responsible for program governance, oversight, and strategic program development for the Office of Operational Continuity.
Conducts resiliency and business continuity outreach, education and presentations to the campus community to promote a culture of resiliency in all sectors of the campus.
Assists with the Hazard Vulnerability Assessment (HVA) for Vanderbilt University to identify and prioritize hazards that may affect the Institution.
Assists stakeholders in identifying critical operational functions through business impact analysis (BIA).
Coordinates and facilitates the creation of operational continuity plans for Vanderbilt's academic departments, laboratories, and business centers by conducting workshops and training sessions
Provides support to faculty, staff, and student groups in their continuity and resiliency efforts by monitoring plan development progress, reviewing completed plans, and providing feedback to improve plans.
Utilizes the SAI Global (Strategic BCP) Resilience One BCP software tool to organize and track unit-level operational continuity and link essential functions and dependencies across the institution.
Coordinates and conducts regular tabletop exercises for stakeholders to test their plans and ensure that all units perform annual reviews of their continuity plans.
Writes reports to summarize operational continuity planning activities and link accomplishments to Vanderbilt's emergency management goals and mission objectives.
Emergency Response and Recovery Operations Program
Facilitates university emergency response and recovery operations.
Develops and facilitates emergency response recovery plans for Vanderbilt's academic departments, laboratories, and business centers across the university enterprise.
Provides support to faculty, staff, and student groups their efforts of developing emergency response recovery plans by conducting workshops and training sessions, monitoring plan development progress, reviewing completed plans, and providing feedback to improve plans.
Utilizes the SAI Global (Strategic BCP) Resilience One BCP software tool to organize and track unit-level emergency response recovery plans.
Writes reports to summarize emergency response recovery planning activities and link accomplishments to Vanderbilt's emergency management goals and mission objectives.
Emergency Management and Public Safety Operations
Responds to campus emergencies and assists with large scale special event during non-business hours; including nights, weekends, and holidays.
Assists with the maintenance, operation, and staffing of the Vanderbilt University Emergency Operations Center.
Assists with the VU Public Safety social media campaign as needed, including updating social media sites and maintaining the operational continuity and emergency management websites.
Assists other team members within the Vanderbilt University Office of Emergency Management and Safety Services.
Assists with coordination, design, and conducting periodic emergency management training exercises, including tabletop, functional, full-scale exercises and drills, in order to prepare Vanderbilt University and the departments for effective response to major emergencies.
Prepares or coordinates after action reports following exercises and major incidents, including recommendations for improvements and incorporating findings into current emergency preparedness plans.
Delivers in-service training to the university community and VU Public Safety personnel as needed.
Profile of an Ideal Candidate
Bachelor's degree from an accredited institution of higher education is necessary.
Ability to secure Radiation Security Clearance with Vanderbilt University and the State of Tennessee is required.
Possession of a valid driver's license from the state of Tennessee or be eligible to obtain one and do so within 60 days of appointment is necessary.
Certified Business Continuity Practitioner is preferred; certification must be obtained within two years in this role.
Knowledge of core principles of emergency management such as the FEMA NIMS/ICS structure, organization, and emergency planning for large institutions is necessary.
Familiarity with or ability to learn emergency management software programs related to emergency notification, planning tools, and emergency operations center response protocols is necessary.
At least 4 years of related work experience in the emergency/preparedness management field is necessary.
Experience in higher education institution is preferred.
Superior verbal and written communication skills and be comfortable presenting to and collaborating with a variety of internal and external stakeholders is necessary.
Demonstrated proficiency in the use of the Microsoft Office suite including Word, Excel, Publisher, and PowerPoint as well as business continuity planning software systems are necessary.
The ability to work within a team environment is necessary.
Demonstrated proficiency in creating visual presentations for a variety of audiences and organizing and presenting information in a clear, concise, and logical manner that is easily understood by the target audience is necessary.
Ability to demonstrate excellent customer service skills is necessary.
Participation in FEMA Incident Command System courses and familiarity with higher education emergency management education is preferred.
Ability to develop, recommend, accept, evaluate, and implement administrative and operational policies and procedures is necessary.
Ability to work in multiple campus locations across the university enterprise is required.
