We have an outstanding opportunity for an ISO Manager.
The Manager of the International Scholars Operations (ISO) team leverages professional expertise in the area of immigration to direct team workloads and priorities toward the efficient and accurate administration of ISO business processes. The ISO team partners with UW departments on visa-related aspects of hiring foreign academic personnel; assist foreign scholars in understanding restrictions and benefits of their nonimmigrant status; and promote the values of international educational exchange to the university community. In serving the UW community, the ISO Manager joins the entire OAP team in promoting and continually aspiring to excellence, collaboration, integrity, innovation, diversity, and respect.
The ISO Manager must demonstrate excellent management and administrative judgement, discretion in handling sensitive employment and immigration matters and documents, skill in analyzing complex policy issues, and a commitment to coaching and developing direct reports to optimize and expand their expertise. As units may have different goals, business cultures, and other attributes, the ISO Manager must also demonstrate flexibility, excellent judgement, and problem-solving skills in providing and coaching his/her team to provide high quality service to units. The ISO Manager must demonstrate excellent interpersonal skills to communicate with an international scholar population who may be challenged by language and/or cultural barriers. The complex and continually evolving world of federal immigration policy necessitates that the ISO team stay current on regulations and connected with a network of professionals and professional associations focused on immigration policy.
Duties & Responsibilities
• Advise OAP leadership and functional teams, academic departments, and international scholars on regulations and policies related to nonimmigrant visa-sponsorship (J-1, H-1B, TN, B-1/B-2) and permanent resident process
• Manage a caseload equivalent and similar to 80%-90% of a standard ISO advisor
• Prepare, file, monitor, and coordinate approval of all J-1, H-1B, TN, and E-3 petitions, and permanent resident applications in accord with procedures and policies of associated federal agencies such as the United States Citizenship and Immigration Services (USCIS), Department of Homeland Security, the Department of Labor, etc.
• Assist international scholars to maintain legal nonimmigrant status
• Review academic personnel recruitment documents for compliance with university policy and Department of Labor guidelines
• Serve as the liaison between international scholars and U.S. federal agencies
• Advise international scholars regarding federal policy and best practice considerations related to international travel
Operation & Team Management
Manage all ISO personnel (currently two ISO advisors, one ISO specialist) which includes identifying, monitoring, and supporting team member performance goals and professional development, conducting performance evaluations, managing performance and personnel issues in consultation with AHR Director, and attending to other administrative duties as needed including consideration and approval of time-off requests
• Serve as primary ISO contact for OAP, other UW central business offices, and unit leadership across the institution;
• Work through the AHR Director or—as appropriate—in OAP management discussions to represent the ISO priorities, personnel issues, resource needs, communication plans/strategies, challenges, and constraints
• Work to engage all ISO team members in developing, implementing, monitoring, and evaluating improvements to the organization’s workflows, processes, technologies, communication, data management, customer service, and trainings, both through day-to-day work and OAP’S strategic priorities and initiatives.
• Manage the critical review of ISO documents for accuracy and appropriateness; apply institutional signatures on all J-1, H1B, and other visa documents as delegated by executive leadership.
• Oversee the successful day-to-day management of ISO activities and goals including, but not limited to:
o Development and maintenance of ISO Standard Operating Procedures
o Development and implementation an institutional contact plan related to the Fulbright Program, Institutions for International Education Open Doors Report, PERM account, I-CERT account, and the NAFSA advisor manual, among others
o Oversight of team involvement in strategic priorities and OAP initiatives
• Serve as Responsible Officer or appropriately delegate and monitor assigned duties and responsibilities therein
• Lead ISO team recruitment efforts; oversee the onboarding and training of new hires
Orientation, Training, & Communication
• Train UW’s Alternate Responsible Officer(s) (ARO) to ensure they are knowledgeable of and in compliance with Exchange Visitor Program regulations
• Manage the development and facilitation of orientation sessions for all newly-arrived scholars
• Manage the development and delivery of relevant, timely ISO-related trainings
• Monitor developments in J-1, H-1B, TN, and permanent residence regulations, and coordinate with OAP colleagues to keep campus informed
• Collaborate with OAP communications specialist to develop, review, and update web content and other communication to ensure timely dissemination of accurate, relevant, and useful ISO-related information
Data Management, Reporting, Auditing, & Validation
• Issue DS-2019 documents
• Maintain relevant records in alignment with university and government records retention requirements
• Gather, analyze, validate, and/or synthesize data from multiple and varied sources to inform and support institutional reporting needs, ensure compliance, and inform decision-making
• Develop, deliver, and/or analyze reports for internal and/or external constituents as appropriate
Other Duties as Assigned
Participate in professional development activities (e.g., training, conferences) to deepen subject matter expertise and advance organizational mission.
