Penn State Outreach and Penn State World Campus are dynamic, evolving organizations with different but complementary missions. Penn State Outreach supports the University's core missions of service and engagement by delivering compelling, evidence-based content developed by University faculty to diverse audiences while creating meaningful learning opportunities for students. Penn State World Campus provides access to more than 160 undergraduate and graduate degree programs, minors, and certificates to more than 20,000 distance learners annually. In addition to its high-quality academic programs, World Campus is recognized for its online academic support services to learners as they connect to course materials, library services, online tutoring, academic advising, support coaches, career counseling and resources, and student engagement opportunities. Supporting the technology needs of both organizations in a shared services model requires an experienced, innovative and results-oriented technology professional. If this exciting opportunity interests you, please consider applying to join the Outreach and Online Education (OOE) Strategic Leadership Team (SLT) as the Executive Director (ED) for Information Technology (IT). In this position, the successful candidate will recommend and oversee technology strategies and operations for delivery of a wide variety of services throughout both organizations. Additionally, the successful candidate will work collaboratively with central Penn State offices for information technology and information security. Reporting to the Vice Provost for Online Education, the ED serves as a member of the SLT and the World Campus Governance and Outreach Governance teams to ensure the alignment of digital activities across all OOE business lines. Duties will include the following: overseeing technology operations and evaluating them according to established goals; devising and establishing IT protocols and systems to support the implementation of strategies set by OOE leadership and in alignment with the future direction of Penn State IT; and analyzing the business requirements of all departments to determine their technology needs. Through a dedicated full-time staff of approximately 60 employees, the ED will lead and inspire a unit known for operational excellence in several domains. These include an active engagement with stakeholders to assist with business process planning, providing secure solution design and delivery for data architectures, technology processes, software development, infrastructure and cloud computing, and overseeing operational support for data, network servers, voice, video and desktop needs. Additional responsibilities include administration of the unit budget of $8.2M and providing quarterly reports to SLT on performance against plan. With these duties also comes a responsibility to create and maintain a healthy, well-balanced work environment for employees. The successful candidate must commit to managing a high-functioning team by providing active supervision, coaching, performance evaluation, hiring and firing, and active staff development. Typically requires a Bachelor's degree or higher plus eight years of related experience, or an equivalent combination of education and experience. A Master's degree and experience working in higher education, including management experience with increasing levels of responsibility is preferred. The successful candidate must be able to operate on a strategic level and demonstrate appropriate awareness of the requirements and motivations of administration, customers and vendors. The successful candidate will be able to manage multiple priorities and stakeholders' needs; bring diverse audiences together to meet common goals; exhibit a strong commitment to diversity and inclusion; have demonstrated ability to successfully organize and lead large complex projects; and demonstrate proven ability to influence and lead skilled functional and technical teams. This position requires the capacity to originate change, impact results and foster a continuous quality improvement environment, as well as the ability to effectively work with faculty and staff at all levels of the organization. Effective communication skills are essential to success in this role.
