Reporting to the Director of Benefits and HR Services, the Benefits Specialist is responsible for providing information, advice and guidance to the University community on a broad range of complex professional and technical services related to employee health and wellness programs. The Benefits Specialist is responsible for administering the State’s retirement programs and individual employee health benefits options, as well as providing leadership in educational outreach programs. The Benefits Specialist should have extensive knowledge of State of Connecticut retirement programs and other employee benefit programs; be an independent performer; possess strong interpersonal and communication skills with the ability to work effectively with staff and administrators throughout all levels of the organization as well as external constituents.
DUTIES AND RESPONSIBILITIES
Provide information and assistance to new employees in making an informed one-time retirement plan election; advise employees of eligibility to purchase service time and process related forms.
Assist new employees in understanding and selecting health, dental, life, and supplemental (voluntary) benefit options, as needed; advise employees on other State supplemental benefits and programs; process new enrollments and changes in enrollments due to qualifying life events ensuring compliance with applicable state and federal laws and regulations and University policies and procedures.
Serve as a resource for State health and retirement benefits to new, current and prospective employees.Provide excellent customer service to all levels of employees and encourage timeliness and accuracy of completed paperwork and/or resolution of problems.
Coordinate and participate in yearly open enrollment activities and other HR and Benefits outreach programs for the University community.
Serve as Retirement Specialist for the Benefits team, performing specialized work in activities related to all retirement plans, including the State of CT Employee Retirement System Defined Benefit Plans, and the Alternate Retirement Program; and other retirement programs, including retiree health benefits and retirement savings programs 403(b) and 457.
Counsel employees through the retirement process, including disability retirements; coordinate completion, collection and submission of all required paperwork; estimating employee pension benefits at time of retirement; communicate retirement savings programs and their annual limits; determine an employee’s eligibility for retirement pension benefits and retiree health benefits
Counsel employees leaving employment of the university regarding the disposition of their retirement benefits; prepare vested rights applications for pension and health benefits; prepare refund applications for employees who have not vested in the benefit.
Collaborate with the team to disseminate retirement information to University constituents; create and deliver communication materials and documentation for training modules, presentations and other promotional activities.
Assist in reevaluating administrative processes and workflows and provides input and feedback to improve operational efficiencies and effectiveness, enhance customer service and Human Resources availability for consultations.
Bachelor’s Degree and four (4) years of progressively responsible professional human resources experience including extensive knowledge of employee benefits, including retirement benefits for both defined contribution and defined benefit programs, and employment procedures or four (4) years of relevant professional experience in statewide human resources administration.
At least one year of professional experience with counseling and processing employee benefits and/or retirements applications.
Demonstrated analytical and problem solving skills and the ability to independently evaluate and research alternatives.
Ability to interpret and make evaluative judgments concerning statutes, contracts, collective bargaining agreements and government regulations.
Superb verbal and written communication with an emphasis on customer service and a demonstrated ability to work effectively with a wide range of constituents in a diverse community.
Demonstrated efficiency with Microsoft Office (Word, Excel & PowerPoint) and Outlook.
Proven ability to maintain highest confidentiality with sensitive personnel and organizational information.
Master’s Degree in Human Resources Management, Business or Public Administration or closely related field and two (2) years of professional experience in Human Resources in the areas of benefits, operations, retirement, classification, compensation, and/or recruitment.
Experience with Microsoft OneNote and/or Visio.
Experience using PeopleSoft systems such as Core-CT or similar system.
Experience developing, coordinating and delivering training to employees.
