Tennessee Department of Health (TDH) Chief Medical Officer Job Description
Job description: This is an Executive Service position reporting directly to the state Commissioner of Health. Responsibilities involve oversight of TDH programs including:
Division of Communicable and Environmental Disease Services and Emergency Preparedness
Division of Laboratory Services
Community Health Services (CHS)
CHS is a large division responsible for a variety of activities and programs in regional and county health departments statewide. These statewide activities involve over 2000 staff who provide direct primary care in 56 health department sites, provide a variety of dental, family planning, WIC, and other services, and implement all other TDH activities at the local and regional levels.
Additional activities will include oversight of the Office of Clinical Quality Improvement, collaboration with Information Technology Services in implementation of electronic clinical software systems, working with substance misuse/overdose response programs, and supporting the Office of Informatics and Analytics.
This person will be a primary representative of TDH in providing medical expertise to the state legislature and executive administration. They will be involved frequently in public messaging, and working closely with other local, state and federal agencies and stakeholders (e.g. TN Medicaid administration, Department of Mental Health and Substance Abuse Services). The CMO frequently represents TDH in state and national forums.
Proven ability to direct complex public health programs and activities involving multiple partners and stakeholders
Experience supervising a large multi-disciplinary team, including management of large budgets
Substantial experience working in the governmental public health field at a management level, including extensive knowledge of laws and regulations governing public health
Experience with organizational change management
Skill in oral and written communication, including working with the media, community groups, and professional organizations
Skill in working with legislators, the Governor’s Office, and other State leaders to provide information and develop policy related to the public’s health
Impeccable personal and professional ethics and integrity
TN medical licensure within 6 months of hire and throughout duration of employment
Extensive experience in public health and management
Extensive knowledge of public health systems, programs and practices
3 years of experience in public health, medical or health administration in a large institution or organization
