The Research Compliance Department at the University of North Texas Health Science Center is seeking to hire an Export Control Officer to join our team.
Responsibilities of the position include but are not limited to:
* Design, develop, implement, communicate and monitor an effective export control program at UNTHSC. * Serve as the primary point of contact for internal and external inquiries regarding export control compliance. * Advise the UNTHSC community on export control issues related to international travel and shipments; reviews export control terms in proposals, contracts, and other agreements; applies for export control licenses when required. * Educate and provide guidance surrounding Deemed Exports with respect to UNTHSC partnerships. * Identify conditions for screening and compliance with U.S. Government watchlists, including the Consolidated Screening List. * Develop and implement a Technology Control Plan (TCP) as needed; and maintains records in accordance with applicable requirements. * Partner with units to identify equipment on campus that may trigger export control obligations. * Lead and coordinate institution-wide initiatives to understand and apply federal export control laws, regulations and policies to a wide variety of research and clinical activities that have implications for operations such as international travel, shipments, research contracts and grants (including subrecipient funding awards), service agreements, material transfer agreements, purchase orders, fieldwork, and international and visiting scholar appointments. * Works collaboratively with UNTHSC units and subject matter experts. * Coordinate a workgroup comprised of the various responsible offices and stakeholders to facilitate communication and provide input to the ECO and leadership. * Advise on regulatory requirements, to provide input to faculty and administration for handling complicated export control situations, and to provide leadership and direction regarding compliance with the relevant regulations. * Designs and deliver a variety of educational and training materials tailored for different audiences across campus, including faculty, staff, and students. * Responsible for managing web sites focused on export control education and outreach.

The successful candidate will possess the following required qualifications:
* Master's degree and five years of relevant and progressively responsible administrative experience in research, compliance, or other appropriate field; or a Ph.D. (or equivalent) or Juris Doctorate and three years of relevant and progressively responsible administration experience in research, compliance, or other appropriate field; or a Bachelor's degree and seven years of relevant and progressively responsible experience as above.
