The Talent Acquisition Delivery Lead will report to and partner alongside the Director People Enablement. The Talent Acquisition Delivery Lead provides strategic and operational leadership for the talent acquisition team and acts as a strong team leader, motivating for growth while driving a high level of performance based on metrics, analytics and hiring feedback from all business units. He/She will manage the talent acquisition processes and help mature and evolve the practices used to differentiate, discuss, and develop talent. In addition, the candidate will demonstrate the ability to partner with Talent Development, Total Rewards and People Business Partners, as well as business leaders in an effort to continue to build evolution of our dynamic and growing organization. He/she needs to be a strong consultant with the demonstrated ability to understand Talent Acquisition requirements and turn analysis into actionable solutions. A fundamental understanding of business strategy and how to link People team initiatives to business initiatives is required, along with a proven track record of creating and implementing talent acquisition solutions that make a difference. The functional skills and deliverables include, but are not limited to the following:
Be responsible for aligning the TA strategy with the overarching business objectives and strategic people plans
Develop and coach a team of Recruiters working on direct hire roles across the organization
Serve as an employer brand and cultural ambassador for the organization and department
Act as the talent strategist for the business and leverage internal and external data to inform decisions
Bring subject matter expertise/provide counsel to business and people team representatives on labor market conditions, talent supply, prevailing talent trends and associated analytics to guide talent-related decisions
Communicate and champion the talent acquisition strategy, ensuring that the talent acquisition function is effectively meeting talent demands, best in class talent acquisition organization and partnering with the business
Oversee the recruitment efforts for people team owned field sales early career development program and guide strategic recruitment efforts in this area
Responsible for the redesign, transformation and shaping of technology enabled processes for Talent Acquisition
Develop talent strategy and plans (including staffing plans) for the business by leveraging data
Will use data and metrics to make informed decisions and will share insights across the people team and business leaders
Act as a key point person by developing ongoing relationships with Talent Development, Total Rewards, People BPs and Business Leaders
Closely interface with senior business leaders to address strategic issues and develop / deliver talent plans
Support growth hiring through developing sourcing strategies and analyzing labor markets alongside the talent acquisition programs and operational teams
Ensures recruiting and hiring practices are in compliance with government regulations and organizational policies and procedures in the pre-screening and post-employment process.
Support People team leadership in creating talent acquisition performance KPIs / SLAs and adjusting strategies
Ensure all departmental standard operating procedures are kept current and accurate by being aware of the changing nature of work
-Manages key vendor relationship to perform full life cycle recruitment, to ensure key performance indicators are achieved; recommends staffing strategies, policies/SOPs, and technology.
-Manages all TA vendors and agencies, including process for engaging and evaluating, related administration and associated cost containment.
-Manages vendor and team to ensure compliance with all federal, state regulations concerning all phases of the recruitment process.
Drives the development of Otsuka's employment brand, EVP and develops strategies and tactics to effectively deploy and manage the brand both internally and externally.
10+ years of business experience in Talent Acquisition, with a combination of agency and in-house pharmaceutical experience
5+ years of management experience in leading and coaching a team of direct and indirect reports
Proven track record of success in the design and execution of talent acquisition programs
Experience leading organizational expansion efforts
Demonstrated ability to work with executive stakeholders and take a proactive approach to business challenges.
Should be receptive to other ideas while still able to communicate your own point of view and push back as necessary to lead to effective outcomes.
Strong analytical skills, financial aptitude, and attention to detail. Ability to manage multiple priorities at the same time and to work effectively with other functions to ensure deadlines are met.
Comfortable challenging organizational norms and accepted thinking to improve effectiveness.
Experience using applicant tracking systems (ATS), Workday experience is a plus.
Strong knowledge of Workday reporting, Recruitment analytics and use of related tools required.
