MetroStar Systems is seeking a highly seasoned and motivated individual to join our Contracts Team. The ideal candidate must be able to work in a high paced, team environment and must be organized with extreme attention to detail. The ideal candidate will lead our subcontracting, acquisition planning, subcontractor performance management, agreement closeout in accordance with procurement requirements, government regulations and company policies and procedures.

You have strong negotiation skills and excellent oral and written communications with an ability to communicate with a wide variety of levels and positions within the organization.
You have experience performing federal acquisitions, subcontract administrative functions on new and existing contracts.
You have working knowledge of Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation (DFAR) and related federal and state legislation and regulations.
You have a strong understanding of the government acquisition process with basic knowledge of business law, contractual terms and conditions and how to mitigate risk.
You're knowledgeable about Small Business Subcontracting Plans
What your day will look like:
Establish and maintain strong vendor relationships while interacting with internal and external customers, leveraging expertise in communications and multi-tasking.
Maintain subcontract files and ensure compliance with Contracting Purchasing Systems Review (CPSR) requirements.
Ensure subcontract compliance and ethical business practices consistent with MetroStar policies.
You'll prepare and submit pre-award documents to subcontractors during the proposal process and completes accurate system entries.
Issue and negotiate non-disclosure teaming and subcontract agreements.
Solicit RFP’s and issue delivery orders ensuring compliance.
You'll perform subcontract close-out and supports final cost report submittal.
Important Stuff… (This is the stuff you MUST have to be a fit)
Bachelor's degree in Business Administration or related field and Five (5) or more years’ experience in the preparation, administration and monitoring of subcontracts.
In lieu of a degree, 9 years of relevant job experience will be considered as an allowable substitution.
Experience working with various contracts types including but not limited to: T&M, FFP, CPAF, CPFF, ID/IQ and BPA.
Previously developed, negotiated and administered purchase orders and subcontract agreements.
You have developed and maintained subcontractor files that meet DCAA/DCMA audit compliance requirements.
Excellent Office Suite Experience (Word, Power Point, Excel, SharePoint), and other appropriate compliance guidelines and tools
You’ve worked in an organization that follows compliance with an approved purchasing system
