This position is responsible for: General Buyer Responsibilities, Vendor Recruitment and Disadvantaged Business Enterprises (DBE) Outreach, and Other Defined Duties.
General Buyer Responsibilities: Assisting campus departments with requisitions; soliciting and analyzing bids and proposals; managing bids with ESM online sourcing system, including sending invites to potential bidders who are not registered; creating listings reflecting groups of potential vendors based on certain commodities, and managing contact lists in the ESM sourcing module; working with vendors to resolve any issues related to purchase orders; routing all purchase orders to campus departments; administering assigned departmental framework orders and resolve any issues raised by departments or vendors; interacting with purchasing personnel at other UT campuses, TBR schools and Tennessee State Government concerning contract purchases and technical purchasing issues; reviewing and processing purchase orders; assuring that department records are maintained and that purchases are followed up on or expedited when required; overseeing and following up with suppliers concerning order status to communicate delivery information to impacted departments, faculty and staff.
Vendor Recruitment and DBE Outreach: Supporting Assistant Director with vendor recruitment efforts between UTC and DBE's, including minority and disadvantaged suppliers, contractors and service firms. Efforts include external outreach to inform women, minority, veteran and service-disabled veteran owned small businesses regarding conducting business with UTC and sharing information about bid opportunities.
Other Defined Duties: Assisting with the mailing or faxing of RFQ/RFP notifications, addendums, change orders and purchasing orders; and the answering of incoming calls to the main Procurement & Contract Services phone number in the absence of the Purchasing Specialist; assisting campus departments with resolving questions related to Requisition and NCJ submission; providing assistance as needed to the Director by contacting campus departments for information, requesting information from vendors, or assisting with purchase orders or statements of work to be attached to purchase orders; carrying out other purchasing or administrative/supervisory duties as assigned by the Director.
