The Bureau of Sexually Transmitted Infections (BSTI) has the mission of improving the sexual heath of all New Yorkers. To achieve this the Bureau provides direct clinic services to people seeking sexual health care, and services to sex partners; monitors disease trends; provides education and training to providers and community groups, conducts research and develop policies to improve sexual health and wellness. The Bureau of Sexually Transmitted Infections (BSTI) operates 8 STI clinics throughout New York City (NYC).
The Bureau of Sexually Transmitted Infections (BSTI) is seeking to hire a City Research Scientist IVB (Part-time) to serve as Director of STI Laboratory Services. Must possess a NYS DOH Certificate of Qualification to act as a Laboratory Director in the following categories: bacteriology, diagnostic immunology, mycology (wet mounts only), parasitology and clinical chemistry.
Must have interest in public health, as well as the ability to work closely with clinical staff including clinicians, public health advisors, and directing a laboratory staff that interacts directly with patients in obtaining specimens form genital lesions.
Candidate is expected to direct, supervise, train, and provide technical oversight and scientific leadership to the 8 STAT laboratories within NYC Health Department Sexual Health Clinics located throughout 4 of NYC’s 5 boroughs. Each location includes both a fully-permitted and a limited lab. [Prior incumbent held a NYS CLEP waiver to enable directorship at all 8 permitted and limited license facilities.
This position encompasses:
o Training and supervising personnel in laboratory methods and procedures, which include gram stains, wet mounts, and darkfield, qualitative RPRs and testing for Rapid HIV
o Assuring minimum pre-requisites for the employment of qualified laboratory and phlebotomy personnel. Helps in the hiring process.
o Contributing to oral and written performance evaluations of laboratory personnel, and may include administering or initiating counseling as needed.
o Developing and monitoring the operational health and safety, quality control, quality assurance, and quality improvement
o Ensuring that Standard Operating Procedures Manual is complete, up-to-date and in compliance with city, state and federal regulations including Right-to-Know and confidentiality standards.
o Assuring compliance with CLIA regulations and procedures.
o Being accessible on - sites, Via telephone, or via electronic communication as needed.
o Participating as Laboratory Director in all governmental proficient testing programs.
Minimum Qual Requirements
For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
Appointments to this position are subject to a minimum probationary period of one year.
