CCE of Schenectady County is seeking a full time qualified and experienced incumbent responsible for providing oversight for the nutrition and breastfeeding education components of the WIC program at CCE of Schenectady County.
The WIC Nutrition and Breastfeeding Program Manager also provides participant-centered nutrition education to WIC participants utilizing a variety of methods. The Manager performs administrative responsibilities, including but not limited to staff supervision, ensuring participant confidentiality and managing data collection utilized by the program. The Manager is responsible for promotion and support of breastfeeding activities through oversight of the Breastfeeding Peer Counselor Program. The Manager works independently and with limited supervision influencing policies and decisions for the CCE Schenectady WIC program and its constituents.

Bachelor's degree in nutrition or related discipline plus experience relevant to the role of the position.
Ability to meet the occasional travel requirements associated with this position. A valid NYS driver's license with the ability to drive and driving record acceptable for Association insurance coverage are required.

Communication & Marketing Skills - Ability to effectively communicate verbally and in writing with the public, program participants, employees and others. Ability to generate a credible media presence in the community. Ability to effectively market program through social, print and other media, resulting in robust program participation. Ability to relate effectively to co-workers, community and professional leaders.
Computer Skills - Proficiency or ability to learn and effectively use software including use of the internet, program related software, and Microsoft Office Suite including Outlook, Word, PowerPoint, Publisher, and Excel.

One year experience providing education to breastfeeding individuals. Must attend a 40-hour lactation counselor course within the first year of employment or hold the International Board of Certified Lactation Consultant (IBCLC) credential.
Certified Lactation Consultant (CLC) or IBCLC credentialed.
Familiarity with a variety of program delivery methods to reach individuals and groups in youth and adult audiences and ability to integrate youth and adult development principles into educational activities.
Familiarity with the community in which the work will take place and ability to utilize program resources within the community.
Position Responsibilities & Essential Functions
Program Delivery - 30%
Deliver nutrition education, to impact audiences through a variety of educational methods.
Utilize evidence-based curricula and support materials to provide accurate, relevant nutrition education to participating families in accordance with WIC approved resources.
Foster acceptance of the WIC program, methods, and policies to address community and individual needs and consider diverse audiences.
Teach research based education to targeted population on lifelong nutrition and healthy lifestyles including educating on the benefits of and providing educational support for exclusive breastfeeding. Address common breastfeeding concerns, may assist in breast pump issuance based on NYSDOH guidelines.
Utilize motivational interviewing strategies to provide participant-centered nutrition education (individual/family sessions or facilitated group discussions). This includes educating clients on WIC approved high nutrient foods that support optimal health outcomes and prevent chronic diseases.
Conduct dietetic screening and determine eligibility for WIC based on USDA/New York State Department of Health established nutrition and health parameters.
Work with participants to ensure WIC foods meet the nutritional needs and wants of the individual/family. Authorize, issue and reissue WIC food packages based on established USDA/New York State Department of Health guidelines.
Collaborate with community agencies that serve the target audience as part of the program delivery process.
Make connections to other Extension programs and community resources, serve as liaison for participants to other programs such as SNAP-ed, EFNEP, Healthy Families, Head Start, etc.
Represent CCE and the NYS WIC program to the public, community leaders, government officials and Cornell University as part of the program delivery process.
Program Evaluation - 5%
Implement program evaluation.
Based on program parameters, interpret evaluation data to the constituencies.
Direction - 25%
Plan the delivery of established WIC nutrition and breastfeeding educational program goals.
Plan the structure of delivering WIC nutrition and breastfeeding educational programs via various methods.
Plan and anticipate the program budgets and expenses.
Initiate and develop program sponsors, fundraising, grant or other funding proposals in order to secure ongoing or new funding to support and enhance educational program offerings.
Plan mass media efforts related to programs.
Plan effective strategic external and internal program communication/ marketing efforts.
Develop, enhance and expand relationships with appropriate agencies, organizations, industries and community leaders.
Develop marketing efforts, keying in on successes, research initiatives and flagship programs.
Assist in planning organizational leadership development strategies.
Make recommendations and influence the staffing plan development process.
Management - 30%
Provide management support for the overall WIC nutrition and breastfeeding education programs.
Demonstrate judgement and discretion to independently solve problems and resolve conflicts that arise in the programs utilizing appropriate policies and procedures, as needed.
Provide policy interpretation and guidance.
Ensure confidentiality of information regarding all program participants.
Manage data collection utilized by the program.
Ensure program activities conform to the Association's Plan of Work.
Effectively allocate program resources to accomplish Association program objectives.
Manage the assigned program budgets, grants or other funding proposals in order to secure ongoing or new funding to support and enhance educational program offerings.
Monitor income/ expense to ensure the spending is within budget constraint.
Guide the implementation of communication strategies for WIC nutrition and breastfeeding education.
Directly supervise two Subject Educator 1 positions and up to five breastfeeding peer counselor staff (part-time, temporary casual staff). Carry out supervisory responsibilities in accordance with the Association's policies and applicable laws. Responsibilities include interviewing, and hiring staff; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Jointly develop and review progress of assigned staff development plans as needed to increase staff competency. Assure positive, team-based employee relations.
Identify, develop, enhance and engage a strong network of peers working in other community agencies and programs with the goal of connecting participant families with the educational and other resources they need in a timely manner.
Coordination/Operation - 5%
Assist program colleagues by using CCE office procedures/policies for communication, documentation, work requests, and schedule availability.
Train and orient staff.
Implement, update, and/or close participant files with minimal nutritional educational needs or nutritional health concerns.
Document participant centered nutrition education (individual/family sessions or facilitated group discussions).
Complete necessary written documentation as required by program and funders.
Participate in outreach activities, collaborate with service providers to help ensure that program family has access to available community services and assist with educational activities related to parenting and child development. Make referrals to appropriate community programs and services.
Perform routine data collection utilized by the program.
On an occasional basis transports self in personal and/or Association vehicles to community-based settings, including WIC satellite offices as needed.
On an occasional basis lifts, moves or transports office and program materials and resources.
Complete evaluation submission and reporting requirements following established grant criteria/plan.
Professional Improvement - 5%
In cooperation with Supervisor and/or Executive Director, jointly develop and pursue a professional development plan as a means to increase competencies relative to position accountabilities and to address changes and Association priorities.
Collaborate in activities that are in general support of Cornell Cooperative Extension and perform other duties as assigned.
