The USC Office of Ethics and Compliance houses several key compliance programs in the department such as healthcare, privacy, research, international compliance.Â In addition, the office works with decentralized compliance areas across USC to ensure key program elements are in place to provide reasonable assurance that effective programs are in place that support USCâs commitment to comply with all applicable laws and regulations, detect and correct compliance violations promptly, and eliminate misconduct and other unethical behavior through the diligent and analytical work of its team members. The office is also responsible for the Ethics and Compliance Code and supporting ethical decision making.Â
USCâs Office of Compliance is seeking an Assistant Vice President, Institutional Compliance to lead the implementation of a comprehensive compliance program for the university that includes training, policies, monitoring, data analytics, reporting and enforcement to ensure compliance with federal, state, local and administrative requirements. Reporting to the Vice President, Ethics and Compliance and Chief Compliance Officer, the Assistant Vice President will lead efforts with compliance area leads, most of whom are directors or Assistant Vice Presidents, and business leadership to develop overarching program standards, coordinate and lead theÂ conducting of compliance risk assessments, determining areas of focus, and monitoring and assessing university-wide compliance risk areas. Fostering within the university a culture that promotes integrity and ethical behavior in all institutional compliance matters, the Assistant Vice President will coordinate with the Department of Audit Services, Human Resources, Faculty Affairs, Risk Management, Office of the General Counsel, and other units as appropriate. This is a unique opportunity to be part of a growing office that is developing its program to increase the maturity of compliance management, tie the compliance program to core values, and focus on ethical decision making. This role will lead the efforts to redraft the Code and recommend engagement and training around the Code and ethical decision making. This position is responsible for assessing USCâs compliance program maturity and must be able to interact with and provide guidance to compliance area leads across USC, and partner on external reviews, lessons learned, and program enhancement.
Key Responsibilities Include:
Direct support of the Vice President, Ethics and Compliance and Chief Compliance Officer in the development of the institutional compliance program by:
Staffing of the Compliance and Ethics Committee ÂÂÂÂÂÂÂÂ
Being a resource for committee members as they develop their compliance programs in accordance with the approved governance standards
Conducting the monitoring of compliance liaison progress in meeting compliance governance standards
Develop and implement institutional protocols around assessing compliance programs per the USC compliance framework
Assisting with meeting the institutional compliance items in the annual compliance plan; assists in leading groups/projects
Lead the efforts to redraft the Code and recommend engagement and training around the Code and ethical decision making
Conducting program reviews, as needed
The Ideal Candidate Will Possess:
Masterâs degree/ J.D./or equivalent work experience
7 years of related experience, preferably in an institutional compliance role.
Ability to lead complex projects crossing numerous units and involving key stakeholders from across the enterprise
Demonstrated ability to track, manage and handle significant volumes of matters involving different issues with keen attention to detail.
Knowledge of risk management and liability issues affecting higher education.
Lead/guidance skills, with the ability to manage and prioritize different tasks and projects.
Deft interpersonal skills for communicating with all levels of staff and diverse individuals and groups.
Excellent problem-solving skills with demonstrated ability addressing difficult and complex issues, and diffusing high-tension situations.
Knowledge of human resources processes, with experience in mediation, negotiation, staff development, and teaching/training staff.
Bachelorâs degree in business administration, legal studies, finance, audit or similar ethics and compliance education
Well versed in elements of an effective compliance program with demonstrated skills in collaboration, critical analysis, problem solving and discretion
Certification/Licensure:Â Certified Compliance & Ethics Professional (CCEP) certification from Compliance Certification Board, or commitment to obtain such within 1 year post-hire.
5 years of related experience working with regulatory requirements, policies and codes of conduct
Demonstrated administrative and project management skills, particularly among cross-functional teams
Demonstrated skill in influencing management with multiple business, cultural and interpersonal development
Ability to build consensus and communicate effectively with all levels of personnel with a combination of tenacity and tact
Possess analytical skills and the ability to demonstrate critical thinking
Ability to balance and effectively prioritize numerous projects covering a variety of subject matters
Excellent oral and written communication skills
Proficient with Microsoft PowerPoint and Excel
