The Graduate School of Defense Management (GSDM) at the Naval Postgraduate School (NPS) seeks candidates for the Professor of the Practice of Acquisition to serve as the Chair of Acquisition (hereafter, Chair), providing senior-level professional expertise to promote and accomplish the objectives of the Acquisition Research Program (ARP; www.acguisitionresearch.net) and support GSDM educational programs. Responsibilities include serving as the primary coordinator between sponsoring activities and NPS to promote and accomplish acquisition research, including development and definition of research topics, coordination of research resources (e.g., funding, investigators), and dissemination of research project status/results. Responsibilities also include supporting academic associates as a coordinator between sponsoring activities and NPS to promote acquisition education.
Given the nature of executive-level discussions and coordination involved, the requirements for the Professor of the Practice of Acquisition can be effectively accomplished only by an individual with a significant amount of recent defense acquisition experience and expertise obtained at the most senior levels of public service and/or academia. Candidates must have strong communication and interpersonal skills, as well as experience dealing with senior defense and industry officials.
The Chair works in collaboration with the ARP Principal Investigator (Pl) and Program Manager (PM), as well as Acquisition program academic associates (AAs) to fulfill the duties of Chair.
Specific duties of the Chair include:
Maintain liaison with current sponsors and develop opportunities to engage new sponsors for both ARP and academic programs.
Solicit and maintain lists of acquisition research topics of current sponsor interest.
Develop knowledge of potential researchers at NPS and other institutions and their capabilities to perform acquisition research.
In coordination with the Pl, identify researchers to accomplish research projects of sponsor interest. The Chair will also serve as the principal liaison between the sponsor and researcher(s) to facilitate their mutual agreements on work to be accomplished.
Review and provide substantive comments on all draft research reports.
Disseminate products to appropriate sponsors.
In November of each year, prepare and disseminate to sponsors an annual report summarizing the significant activities on the activities of the ARP during the prior fiscal year.
Provide assistance in defining and implementing processes for soliciting, during April through June, proposals for acquisition research to be accomplished during the next fiscal year, both from NPS and non-NPS institutions. Participate as a member of the evaluation committees for these proposals.
In collaboration with the Pl, plan and execute an Annual Acquisition Research Symposium during May, to be conducted in substantially the same manner as the previous symposia.
The requirements for the Chair should not be confused with those of NPS Chairpersons of Academic Departments or Groups (as defined by the NPS Faculty Handbook). Unlike these Chairpersons, the Chair has no managerial roles or responsibilities.
The Chair travels approximately once per quarter to various sponsor locations in order to fulfill sponsor coordination responsibilities.
Graduate degree relevant to defense acquisition
Recent extensive defense acquisition experience and expertise at the flag or SES rank (e.g., Program Executive Office (PEO)/Deputy PEO in the DOD) – at least 15 years of practitioner experience
Strong communication and interpersonal skills, as well as experience dealing with senior defense and industry officials.
Additional desired qualifications:
Experience in administering a scholarly research program
Senior Service College (or equivalent) graduate
DAWIA Level III certification in Program Management
Professional certification (e.g., PMP)
A Doctoral degree in business administration, public administration, management, or public policy, or a related field
The potential to publish quality research in academic journals appropriate for their disciplinary background
NPS is an educational institution within the U.S. Department of Defense (DOD). It is located on the coast in Monterey, California, about 140 miles south of San Francisco. GSDM is one of four separate schools within NPS, which awards graduate degrees in sciences, engineering, national security, computer science, operations research, and management. Students include U.S. and international military officers from all services, as well as federal employees. GSDM has over 60 full-time faculty members, about 350 full-time resident students and approximately 200 part-time distance learning students. Salary is commensurate with qualifications and experience. The position could be established as full-time or part-time. Official duty location is negotiable, but Monterey is preferred. Relocation expenses are negotiable.
