Water Quality and Environmental Services Manager

Description Under general direction, to direct, manage, supervise and coordinate the city's Water Quality and Environmental Services (WQES) program and services and to perform related duties as required to ensure protection of water quality and water quality-related environmental/public health issues. This position serves as an advisor to City Council, city advisory boards and city staff, functions as a liaison with other city departments and is a member of the Utilities management team emphasizing leadership, effective communications, continuous improvement, problem-solving orientation, service to customers, and accountability. Supervises and supports assigned WQES staff in the following manner: • Proactively implements the city's performance management process to achieve a supportive culture where teamwork, employee development, coaching and mentoring and candid feedback are prioritized. • Oversees development of a work plan, allocation of staff resources and identification of priorities within the WQES work group. • Ensures efficient processes and procedures are in place for work plan implementation. • Conducts regular meetings with staff to monitor, review and assess program goals and status of work plans and projects. Involves staff in decision-making processes and seeks staff's ideas and input on WQES program and work group goals. • Ensures compliance with applicable national, state and local water quality standards. 2. Directs, manages, and coordinates the city's WQES programs as follows: • Manages the development, implementation, and evaluation of the WQES program which includes monitoring compliance with federal, state, county or city regulations and policies. Ensures the protection of water quality and water quality-related environmental/public health issues through implementation of environmental monitoring and analysis, education and enforcement programs. • Identifies and implements water quality related research and planning to maintain compliance with existing regulations and policies and develops plans to prepare for compliance with proposed regulations and policies. • Develops, coordinates, and implements program goals, operational policies and procedures. Coordinates water quality planning and incorporation of related criteria in city standards and code and plan review processes. Assists in implementing long range planning for water quality-related environmental/public health issues. • Provides technical expertise and advice on water quality-related environmental/public health issues, including expert testimony to state and federal regulating agencies. • Coordinates analysis and interpretation of water quality and conservation program data for compliance and informational purposes. • Coordinates water quality planning and associated activities with work group managers from Public Works and other departments as needed. • Evaluates existing programs and business practices, identifies and develops new programs and services and evaluates new technology as needed to provide efficient and effective services. Estimates needed resources and funding impacts and options. • Establishes and monitors protocols to ensure a high level of customer service. • Coordinates development of response plans for: hazardous material/chemical spills; natural disasters; treated water contamination; and other factors which may affect public or environmental health. Has a lead role in water quality related emergency response planning efforts, including implementation. • Ensures that water quality programs are developed and implemented with a multimedia/holistic (air, soil, water, etc.) approach. 3. Develops, implements, and monitors WQES program budget and coordinates with work group Supervisors on work group-level budgets. May solicit external funding support, such as grants, for new projects. May perform cost benefit analyses for new programs. Assists with the development and coordination of capital improvement projects related to water quality. 4. Responds to questions from the public and press and presents information to City staff, advisory boards, City Council and state and federal regulatory agencies. Ensures that public information and outreach is coordinated with the Public Works Communications group. Composes memoranda, reports, correspondence, and agenda items for boards and City Council. Coordinates development of public outreach/input materials (e.g. customer surveys, brochures, fact sheets) and grant proposals. Coordinates WQES computer and web-based data management and public information systems. 5. Acts as liaison or City representative to a number of governmental agencies to track and provide input on water quality and water quality related environmental/public health issues (e.g. regulations, planning, environmental monitoring, and public outreach.) These agencies may include: U.S. Environmental Protection Agency (EPA), Colorado Department of Public Health and Environment (CDPHE), Colorado Wastewater Utility Council, Colorado Water Utility Council, Northern Colorado Water Conservancy District, University of Colorado, Boulder County, and other agencies and ad-hoc committees. Acts as liaison with other city departments and workgroups to help coordination and provide input on water quality related issues to ensure the development and implementation of multidisciplinary, city-wide, multi-media, environmental and conservation programs and policies. 6. Follows current and proposed federal, state, and local government regulations, legislation and other requirements for water quality, conservation and water quality-related environmental/public health issues on an ongoing basis. Updates Utilities, CAO and work group staff on relevant changes to applicable regulations and evaluates potential impacts and benefits of regulations. As necessary, works with CAO to provide formal response and testimony on regulations to state and federal regulators. 7. Other: • Performs related duties as required to meet the needs of the city. • Takes proper safety precautions to prevent accidents. Responsible for the safety of self, others, materials, and equipment. Uses all required safety equipment and follows all safety regulations, policies and procedures. Reports all accidents and damage to City property. • Responsible for knowing and complying with all City and department policies; participating in professional trainings and development; and adhering to attendance and workplace attire policies. Generally duties are listed from most to least critical.
