Essential Functions:
POSITION SUMMARY: Provide in depth cost analysis and support for Facilities & Administrative (F&A) rate proposal preparation and related activities, including the annual space survey results, review and analysis of recharge centers financial statements prepared by the Indirect Cost Analyst.���������� PRIMARY DUTIES AND RESPONSIBILITIES: - Responsible for assisting the Cost Analysis Manager (Manager) with annual preparation and review of the F&A proposal model.� Gathering data from multiple departments, developing and loading data into the model as directed by the Manager.� Through training and hands on experience, thoroughly learn Comprehensive Rate Information System (CRIS) which is used to prepare the annual F&A proposal model.� Develop and implement analyses to stress test the model with a goal toward maximizing the F&A rate.� Seek input from Manager and other key university personnel involved in the F&A rate process.� Will need to become familiar with the overall organization of the university, the accounting system, and Uniform Guidance (UG) and other relevant federal regulations governing rate preparation to assure compliance.�
- Oversee conduct of the university’s annual space survey.� This involves coordinating activities of central office staff at both the Danforth and Medical School campuses.� Conduct preliminary meetings with survey teams at the Medical, Arts & Sciences, Engineering and Social Work schools to re-familiarize teams with the survey system and conduct of the survey, emphasizing the importance of this work to the university.� Become expert in the space system and serve as trouble-shooter for survey issues as they arise.� Assure central staff update training materials, coordinate and conduct timely training sessions.� During and at completion of the survey, develop analyses to assess accuracy of the survey results.��
- Prepare analyses of space and various aspects of the F&A rate proposal (e.g. subcontracts) as requested by the Manager, the Director of External Reporting, the Assistant Dean for Finance at the Medical School and others as approved by the Manager or Director.� Some of these will be recurring reports and others will be ad hoc requests requiring development from CRIS, the space system or downloads from these systems and the accounting system for further analysis in excel or other software tools.� This position will be required to learn use of the Cognos reporting software that utilizes the university’s data warehouse, and be available to assist others with or prepare reports for purposes in addition to those for Cost Analysis.���
- Review and challenge recharge center financial statements prepared by the Indirect Cost Analyst.� Assure reports are prepared and distributed on a timely basis and that the Analyst properly addresses compliance issues with recharge center managers.
- During F&A rate proposal base years, oversee conduct of the university library study.� Coordinate contracting with external consultants used in this process, meet with library staff at both the Danforth and Medical School campuses to kick-off the survey process.� Assure central staff execute required procedures during the survey.� Monitor progress of the survey throughout the year of execution.� Work with Manager to provide library cost information required by consultants for completion of the study.
- Assist with analysis and preparation of selected segments of the university’s audited financial statements and year end closing process.
Required Qualifications:
- Bachelor's degree with a major or concentration in accounting, finance or other quantitative fields.
- Three to five years experience in a public accounting firm or equivalent experience in a general accounting or financial analysis position.
- Strong analytical skills with interest in analyzing detail while understanding the big picture.� Ability to properly assess relevant data and develop effective and practical solutions for complex issues.
- Strong automation skills and aptitude, with proficiency in spreadsheet, data base management, and report writing software applications.� Ability to develop, maintain, and modify worksheets, programs, and reports, with an aptitude for learning other PC-based applications.
- Excellent written and verbal communication skills.
- Ability to work independently with a high degree of reliability, accuracy and productivity. Willing to commit to a level of effort required to complete the primary duties under somewhat stressful and time constrained circumstances during certain periods of the year.
- Ability to learn and apply relevant federal regulations and abstract technical accounting principles.
Preferred Qualifications:
CPA or MBA.
Salary Range:
The hiring range for this position is $60,801 - $79,092 annually.
