Senior Grants & Contracts Officer, Center for Global Health Practice (CGHP) - Georgetown University Medical Center
This position is dedicated to supporting the Georgetown University Medical Center. The Senior Grants and Contracts Officer will primarily be responsible for the negotiation and administration of extramural awards from government, foundations, and industry and reviewing any necessary legal documents that might be required in connection with such awards. These awards are multi-million dollar awards that extend over a period of years and require the management of multiple cost centers and heavy subcontracting activity. S/he will establish the restricted accounts in the University's financial system (GMS), maintain accurate data on all awards in GMS and communicate this information to all parties on a need to know basis, and prepare subagreements to other institutions and consultants resulting from the prime awards. Senior Grants & Contracts Officer acts as an official liaison with external organizations in regard to sponsored research grants, contracts, and agreements. All communications pertaining to award agreements must be reviewed by the him/her. The Senior Grants and Contracts Officer will provide ad hoc reports generated from the GMS database to management and dept. administration as requested. This position will process more complex and administratively labor-intensive awards and will often be involved in the planning stages for new awards and the closeout activities of existing awards.
Additional duties include but are not limited to:
Review and negotiation of extramural awards to Georgetown University. Prepare resulting subcontracts to GU collaborators.
Review the terms and conditions of award to ensure that the award reflects the budget negotiated for the statement of work proposed and that the University has obtained its preferred language and/or FAR clauses that reflect the University's status as a non-profit institution of higher education.
Negotiate troublesome language and/or FAR clauses to ensure that upon acceptance of an award the University will be able to comply with the specified terms.
Advise the PI, Departmental Administration, and Sponsored Projects Financial Operations of specific and/or unique requirements of the award.
Initiate the subagreement process in GU PASS and follow through to completion. Prepare any subagreements to GU collaborators to ensure applicable clauses flow through from GU as the Prime to the subrecipient. Review the subagreement budget and Statement of Work to ensure these reflect the understanding of the parties as to the collaborative efforts proposed to the funding agency.
Georgetown Management System (GMS) Transactions
Establish all award information, including budgets and administrative data in the University's financial database of record, GMS. Initiate steps to complete the sub processes in GMS.
Set up all new awards in GMS.
Maintain existing awards in GMS.
Provide award information to those with a need to know.
Produce adhoc reports from GMS to management as requested.
Create the supplier contract for subagreements in GMS.
Obligate funds for the subagreements in GMS
Reporting and Processing
Submit progress reports when due. Process prior approval requests to funding agency on existing awards. Submit closeout reports upon expiration/termination of an award. If requested participate in the preparation of any new proposals to various funding agencies.
Assist the PI in the compilation and submission of progress reports when due.
Submit prior approval requests to funding agency as required during lifetime of award.
Assist PI in the compilation and submission of closeout documentation to funding agency upon expiration/termination of an award.
Assist in the preparation of new proposals with completion of additional documentation requirements of an RFP such as small business subcontracting plans, representations and certifications, and prior award references.
Potential candidates must have a BA or BS degree in an applicable field
5 - 7 years of applicable work experience
Expertise in using Microsoft Office and spreadsheet software is required, as is the ability to do budget analysis
Knowledge of database management programs is a plus
Equally important is the ability to perform in a deadline driven, high pressure environment, excellent communication skills, a keen eye for detail, and the ability to interact successfully with a diverse customer base
Background managing a wide variety of CDC, NIH, DoD, HRSA, and Foundation awards
Related work experience in sponsored research preferred.
Certified Research Administrator preferred or willingness to study and prepare to obtain this credential.
