The School of Information Technology seeks to hire a Technical Director for the Ohio Cyber Range Institute.
The principle workload assignment of this position will be to support the Ohio Cyber Range Institute. The Ohio Cyber Range Institute (OCRI), housed at the University of Cincinnati on behalf of the state of Ohio, provides administration of the Ohio Cyber Range (OCR) in advancement of the OCR’s mission as a cyber security education, workforce, and economic development platform. The OCR is a state-wide tool that supports programming for K-20 courses and events; full-spectrum training opportunities, including incident response teams; industry workforce and economic development; cyber security research; as well as government agency support among other programs. The position is housed in the School of Information Technology (SoIT) and integrates with its mission and planning. The position works within the OCRI governing structure and reports to the OCRI Staff Director and the unit head.
Under general supervision from the OCRI Staff Director, the OCRI Technical Director will serve as the technical and integration lead for the Ohio Cyber Range overseeing the Core Service Sites’ strategy, evaluation, and alignment. In addition, the OCRI Technical Director will develop and oversee Service Desk Support to the OCR community and oversee the OCR Customer Services as defined in the OCR project statement of work as well as other duties as assigned. The essential functions will include directing, planning, managing, and facilitating software and hardware implementations, OCR technical initiatives, projects, and programs. The position will oversee and manage the end-user support as well as the associated communication to the OCR community, and coordinate the collaboration between the technical and Cybersecurity teams. As a member of the OCRI Executive Staff, the OCRI Technical Director will support the different functions of the OCRI including academic, communication, reporting, and other strategies as developed by the executive staff team.
In particular, the OCRI Technical Director will have the following duties & responsibilities
Direct, plan, manage and facilitate multiple software and hardware implementations, initiatives, projects, programs;
Manage the delivery of solutions on time, within scope and budget;
Perform needs assessment by evaluating existing processes with teams and make recommendations for improvements, changes or need for new software or change to existing software;
Contribute effectively to the collective team effort (e.g. offers ideas, solutions, and resources);
Manage the end user support (tier 1,2,3 help inquiries), communications to the end user community, and coordinate role provisioning between the OCR Core Service Site team, the end user and OCR security team;
Oversee contract negotiations with third party vendors, as needed, approve and monitor expenditures and prepare financial reports related to the management of ongoing projects;
Develop and implement policies and procedures; act as a liaison with internal departments and external partners/entities;
OCR Core Services Site (CSS) Strategy, Evaluation, and Alignment
Coordinate the development of strategic and operational plans for the CSSs including appropriate service infrastructure and service levels agreements.
Coordinate the integration, scheduling, and reporting activities for the CSSs as appropriate for achieving the OCR’s mission.
Conduct activities that promote mutual trust and respect between CCS locations and advances shared goals and objectives.
Ensure seamless interoperability between CSS sites. Develop oversite procedures in which compliance is tied to funding.
Service Desk Support
Selection and coordination of service desk operation to support the users of the OCR.
OCR Customer Service
Provide support per the Service Level Agreement (SLA) to customers of the CSSs especially during events.
Bachelor’s degree with a minimum of seven (7) years of related experience –OR- Associate's degree and at least nine (9) years of related experience –OR- eleven (11) years of related experience.
At least two (2) years of supervisory experience required
Proficient in Microsoft applications; Excellent oral and written communication skills required.

Experience working within academic setting
Experience working with multiple institutions in a single project
Experience implementing and managing enterprise level VMWare systems
Strong relationship to VMWare and cybersecurity communities
