Position Summary: The Gaining Early Awareness and Readiness for Undergraduate Programs (GEAR UP) is a federally funded initiative for which the University of California has accepted stewardship on behalf of the State of California and the California Education Round Table. The administrative office of GEAR UP is responsible for coordinating the delivery of services from multiple partners to 37 secondary schools located in four regions throughout California. The California GEAR UP Program received a $24.5 million grant beginning on September 26, 2017 that is scheduled to end on September 25, 2024.
Under the general guidance of the Principal Investigator, the general responsibility of this position is to function at a high level in using the skills of an experienced financial services professional to handle a range of tasks that have grown more complex and complicated as this Program has evolved, including :
*partnering with the Principal Investigator and other program leaders on all financial matters; *offering budgetary analysis and management reporting of the use of program funds; and, *coordinating the delivery of various financial transactions and services for GEAR UP partners through the preparation and processing of approximately 40 consultant and business contracts and sub-agreements annually with minimum assistance from the Department's Grants and Contracts Officer.
Specific responsibilities include: recommending and implementing specific tracking mechanisms to ensure accurate financial reports; reconciling monthly ledgers; reviewing and validating all financial transactions for accuracy; preparing monthly expenditure reports and cumulative financial histories; developing various reports for the United States Department of Education and the GEAR UP Governance Committee; and developing data-gathering mechanisms.

Serves as the primary contact for all fiscal matters for this Program which requires that the incumbent research and resolve complex problems related to financial transactions that involve communications with appropriate UCOP and UCLA departments, General Accounting, Accounts Payable, Local and Systemwide Procurement, GEAR UP partners, and outside vendors. Initiates and responds to inquiries and problems orally and in writing.
Job Requirements Bachelor's degree in related area and / or equivalent experience / training.
Standard knowledge of computer equipment and software, including Microsoft Word, Excel, and Outlook.
Strong quantitative and analytical reasoning ability.
Demonstrable interpersonal skills, including the capacity to exert authority in a collegial manner.
Capacity to function independently and as a team member.
Evidence of an ability to handle multiple assignments simultaneously while meeting deadlines.
Mastery of writing and oral communications, including daily contact with individuals at various levels of organizations through email and other forms of electronic communications. Required
Experience with the UC budget, on-line accounting, and disbursement systems is highly preferred.
