The Association Issue Leader is responsible for providing in-depth program leadership for the planning, implementation, and evaluation of the Nutrition program area of the association. In addition, this person shall develop and deliver programs in a specific subject of broad importance to the program area. The Issue Leader is part of the Association Leadership Team sharing responsibilities for overall association programming, governance, and operations. S/he is responsible for securing program funds and effective management of resources available to the program unit. S/he is responsible for assuring that accountability and affirmative action requirements are met within the program unit and across the association.
S/he will engage with, develop and facilitate local community task forces, networks, partnerships, and collaborations. S/he will engage public and private organizations to address high priority issues and maximize effective use of community resources to bolster community and economic development across the region. This includes providing leadership for the planning, development, implementation and evaluation of Policy, Systems and Environment (PSE) strategies that promote health and prevent and/or postpone the onset of diet-related chronic disease among the SNAP population. The primary PSE strategy that this position will lead will involve providing nutrition education and obesity prevention training to regional health and human services staff.
S/he connects with other associations, Cornell faculty, and regional teams to develop collaborative projects and to conduct research related to Extension mission, priority programs and community issues. S/he represents the association with the public, community leaders, government officials, and Cornell University in achieving the vision and mission of the association. This includes the regional SNAP-Ed leadership team and SNAP-Ed partner agencies across a 6-county region (Chemung, Schuyler, Steuben, Tompkins, Tioga and Yates).
S/he is supervised by the Executive Director, operates as an educational and managerial professional, and is subject to association policies. Guidance and direction are provided by the Program advisory committee, Board of Directors, and with support from the Association Leadership Team. S/he supervises a team of program educators and volunteers working within the program area.
Master's degree with appropriate subject-matter specialization and at least four years of progressively responsible experience in Cooperative Extension or equivalent professional education experience in an academic, human service, or industry setting. A relevant PhD may substitute for two years of experience.
Demonstrated ability to effectively engage a diversity of stakeholders, committees or consultants in the development of program direction.
Demonstrated experience in facilitating community engaged processes, building consensus, and achieving results, especially for underserved audiences.
Ability to initiate, plan, organize, implement, and evaluate informal and innovative educational programs using a wide variety of program delivery methods.
Demonstrated skills in effectively communicating complex information through oral, written, and visual channels
Knowledge of statewide and/or national initiatives related to program area.
Demonstrated ability to provide supervision and guidance to staff and volunteers.

Responsibilities/ Essential Functions:
Program Assessment (10%):
Provide program leadership to the application of subject matter knowledge to identify gaps and trends in the community.
Develop Nutrition program needs assessment and analyze program needs.
Make recommendations for programmatic offerings, enhancements or improvements. May be involved in multidisciplinary team efforts to assess program.
Maintain direct linkage with Cornell University faculty and program units for program assessment guidance. May have direct linkage with other Land Grant University faculty and program units for program assessment guidance. Ensure program assessment is within scope of the statewide Plan of Work. May be involved in multi-association team efforts to assess program.
Work closely with the SNAP-Ed Project Director on the needs assessment of SNAP-Ed partner agencies in relation to community obesity prevention PSE strategies and provide partner agencies with curriculum, professional advice and assistance in procuring teaching materials and equipment, and provide basis for evaluating their progress
Assist SNAP-Ed Project Director to scan the environment for new trends, technology advancements and state and national policy developments in order to identify upcoming programming needs for PSE related topics, as part of assessment.
Program Development (20%):
Provide overall program leadership in the application of subject matter knowledge to develop educational strategies.
Lead the application of the high level of disciplinary subject matter knowledge to develop educational strategies and create innovative educational programs.
Research, identify and select existing resources for the program.
Create program materials to address clients' needs.
Interpret Association and University program direction to create educational programs.
Ensure program development is within scope of the statewide Plan of Work.
Ensure program structure meets the need of diverse program participants.
May be involved in multidisciplinary team efforts to develop program to address priority issues. May be involved in multi-association team efforts to develop program to address priority issues.
Maintain direct linkage with Cornell University faculty and program units for program development guidance. May have direct linkage with other Land Grant University faculty and program units for program development guidance.
Develop well-integrated Association educational efforts.
Develop program to meet changing local, regional and statewide issues.
Make programmatic changes based on program evaluation outcomes.
Use a system of ongoing involvement of citizens in the program development process which expresses the demographics of the community.
Using in depth expertise in obesity prevention and nutrition education, work with the SNAP-Ed program, Nutrition Team and community partner agencies to create innovative programs to address barriers including engaging diverse partners and collaborators.
Utilize a variety of proven educational and Policy, System & Environmental (PSE) change methodologies in planning for the sustainability of implemented strategies.
Develop highly complex non-standard responses, support, resources and information for partner agencies designed to improve access and remove barriers to securing healthy foods and physical activity opportunities.
Structure PSE strategy to meet the needs of diverse program participants including those with a low to moderate income, rural residents and small commercial organizations.
Program Delivery (10%):
Apply subject matter knowledge expertise to create lesson plans to deliver educational program.
Occasionally teach the existing educational program as defined.
Foster acceptance of program, methods and policies to address community and individual needs and consider diverse audiences.
Provide educational program efforts via mass media.
Apply in-depth subject matter knowledge to provide highly complex nonstandard responses.
Represent CCE before the public, community leaders, government officials, Cornell or other land grant universities as part of program delivery.
Maintain direct linkage with Cornell University faculty and program units for program delivery guidance. May have direct linkage with other Land Grant University faculty and program units for program delivery guidance.

Applied Research (10%):
Collaborate in the applied research process in conjunction with Cornell University and/or other Land Grant University as outlined in CCE program definition and standard.
Collaborate with Cornell faculty and/or Land Grant University to design or create applied research collection framework. Collect and process diagnostic laboratory samples.
May maintain direct linkage with Cornell University faculty and program units for guidance in applied research. May have direct linkage with other Land Grant University faculty and program units for guidance in applied research.
Communicate social and economic changes to Cornell University Specialists that may be studied and/or acted upon. Ensure applied research is within scope of the statewide Plan of Work.
Program Direction (20%):
Provide complex administrative leadership to plan the educational program.
Provide high level leadership to the interpretation of Association program direction to plan educational programs.
Provide leadership to the interpretation of University program direction to plan educational programs.
Provide leadership to the planning of the delivery of established educational program goals.
Provide leadership to the planning of the structure of delivering educational programs via various methods.
Design a system of ongoing involvement of citizens which expresses the demographics of the community.
Anticipate or project expenses to develop a unit budget.
Propose unit budget based on established financial guidelines or procedures.
Allocate unit budget amounts to establish financial strategies.
Assist in leading the development of shared association vision, building understanding around the mission and developing appropriate goals and strategies to advance the mission.
Lead the development or enhancement of expanding relationships with appropriate agencies, organizations, industries and community leaders for program/ function.
Assist in planning organizational leadership development strategies.
Develop unit staffing plan.
Provide leadership to facilitate problem solving and conflict resolution that arise in the operation of the unit, utilizing appropriate policies and procedures.
Monitor and report on program expenses to ensure spending is within program budget constraints, including meeting match requirements
Implement staffing plan based on program objectives, and recruit, train and supervise program and/or nonprogram staff according to staffing plan
Recruit, train, supervise and support volunteers and interns involved with program outreach and delivery including matching tasks to the individuals, providing informal feedback, problem-solving and regular communication.
Monitor program to ensure that educational content conforms to research base, policies and objectives of the Association and is research knowledge based.
Provide complex administrative tasks in managing the implementation of the program budget.
Review funding opportunities and grant proposals.
Monitoring income/ expense to ensure the spending is within budget constraint.
Manage allocation of resources according to established financial strategies.
Manage compliance to established financial requirements, including grants and contracts.

Coordination/ Operation (5%):
Provide complex administrative support to accomplish financial goals within assigned program/ function.
Provide leadership in funding proposal submission.
Develop and maintain effective working relations with legislators, local government leaders, community leaders, funding agencies, etc.
Perform complex tasks related to supervisory responsibility.
Provide high level leadership to implementing a program unit staffing plan.
Collect, compile and submit to supervisor the information needed for narrative and financial reports to meet funding agency requirements. Includes
Coordinate the implementation of community obesity prevention training PSE strategies with SNAP-Ed Nutritionists working in local communities
Routinely communicate with SNAP-Ed Environmental Nutritionist and Project Director
Effectively maintain professional relationships with partner agencies to promote effective communication and facilitate SNAP-Ed programming efforts
Perform general coordination activities including but not limited to attending staff meetings, timely reporting of expenses, working with other staff, and general marketing of extension programs
Maintain highest levels of confidentiality of information, participant information and data collected
Professional Improvement and Other Duties as Assigned (5%):
In cooperation with Supervisor and/or Executive Director, jointly develop and pursue a professional development plan as a means to increase competencies relative to position accountabilities and to address changes in programming and association priorities.
Collaborate in activities that are in general support of Cornell Cooperative Extension including but not limited to attendance at staff meetings, timely reporting of expenses, working with other staff, general marketing of Extension programs and other duties as assigned.
