Reporting directly to the Vice President for Security, the Special Advisor provides leadership, policy guidance, and high-level functional support of field operations for the Security command structure across JHU and JHM. This position ensures that a strong customer- and community-oriented culture is maintained and strengthened across the JHU and JHM footprint through the policies and practices developed within Security and the associated training and infrastructure put in place. It will also ensure this culture forms the basis of the future Johns Hopkins Police Department, advising on policies and protocols needed for that department to model national best practices in university public safety and 21st Century policing.
This position collaborates with members of the Security team, University leadership, managers, staff, students and faculty across Johns Hopkins to conduct internal investigations, and work to prevent or respond to losses or other incidents. The Special Advisor keeps the Vice President for Security apprised of any concerns and issues regarding JHU and JHM Security and provides on-site security leadership in the absence of the Vice President. Through delegated authority of the Vice President for Security, the Special Advisor also conducts open inspections of all aspects of security operations, preparation and planning related to rapid redeployments, special event planning and enhancement of current security infrastructure.
Specific Duties & Responsibilities:
Works through JHU and JHM Security command structure to support the development of customer-and community-oriented professional culture among the employees, faculty and contractors of the institution, one which seeks to model national best practices in university public safety.
In coordination with members of the Security command structure and faculty with relevant expertise at JHU and JHM, develops, drafts, and implements policies and practices to advance public safety and deepen relationships between Security personnel and Johns Hopkins students, faculty, staff, and neighbors.
Actively tracks and informs relevant university stakeholders of public safety conditions and trends at JHU JHM that may be of concern and/or may benefit from different interventions.
Works with institutional leadership and security team members to strategically and pro-actively identify significant security risks and prioritize them based on the probability of occurrence. Based on related threat assessments, designs and recommends strategies to mitigate potential risks by implementing cost-based efficient security measures and post investigative risk analysis.
Collaborates with members of the Security team to provide direction and oversight toward the management of campus field operations in the implementation of an effective public safety strategy to control crime issues that can impact the University and JHM community.
Works through JHU and JHM Security command structure to assist with security planning and resource deployment for university events, to include high profile government officials, Dean-sponsored Events, Commencement/Graduation activities and all other special event programming.
Works with members of the JHU and JHM Security teams to ensure that staffing and supply needs for special events are appropriate. Ensure that appropriate training and education is delivered to maximize security preparedness for all special events and threat situations.
Investigates threats to leadership, staff, faculty, and assets, then partners with appropriate decision makers to develop strategies to mitigate risk.
Collaborates with members of the Security, leadership and institutional management teams to provide assistance with formulating policies, assess security program needs and support the overall mission of the institution.
Coordinates with members of the Security and Administrative management teams to ensure that operational procedures for all security activities are appropriate and clearly understood by all related parties.
Works through designated internal command structure to ensure that any infractions of rules/regulations by assigned personnel are investigated and that appropriate action is taken.
Ensures that all matters of safety and security remain in compliance with the Clery Act and Title IX.
Works with the VP of Security to establish appropriate connections with local law enforcement agencies and external security committees/partnerships within the region.
Performs all related duties as requested.
Minimum Qualifications (mandatory):
A minimum of 7 years of experience in law enforcement, corporate security management, public safety, or a closely related field.
Additional related experience may substitute for required education and additional education may substitute for required experience, to the extent permitted by the JHU equivalency formula.
Demonstrated experience building consensus, working with teams, emotional intelligence, adaptability and working independently within a fast-paced, changing environment, with multiple stakeholders.
Demonstrated investigative experience and sound judgement.
Must be able to work a variety of shifts as required.
JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience. Additional related experience may substitute for required education on the same basis. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.
Knowledge of national best practices in public safety, including trauma-informed and other public health-informed approaches, is strongly preferred.
Knowledge of best practices in 21st Century policing is strongly preferred.
Knowledge of security-related regulations is strongly preferred.
Knowledge of university public safety operations is strongly preferred.
Ability to develop, implement, and administer policy directives relevant to the security program.

Must be computer literate and proven knowledgeable in Microsoft Office applications/programs.
Good organizational skills and ability to prioritize work.
Ability to address, deescalate and resolve conflicts.
Any specific physical requirements for the job:
Must be physically mobile and have the ability to walk and participate in foot patrols.
