The International Training and Education Center for Health (I-TECH) is a center in the University of Washington’s Department of Global Health that works in partnership with the University of California, San Francisco. I-TECH has projects in more than 20 countries, and its worldwide staff work with local ministries of health, universities, non-governmental organizations, medical facilities, and other partners to support efficient, well-ordered health care systems that provide high quality care to all citizens.
I-TECH Malawi has been privileged to provide technical support to the Government of Malawi Ministry of Health (MoH), since 2008, through seconded senior Technical Assistants, Programme Officers and Public Health Fellows. The International Training and Education Center for Health (I-TECH) was established in 2002 at the University of Washington in Seattle. I-TECH is funded by the U.S. Centers for Disease Control and Prevention’s Division of Global HIV and TB (CDC-DGHT) under the US President’s Emergency Plan for AIDS Relief (PEPFAR).
In collaboration with the MoH and with funding support from the U.S Center for Disease Control under PEPFAR, I-TECH is implementing a surveillance project to monitor recent HIV infections through inclusion of a test for recent infection (TRI) in routine HIV testing services.
Recency results will aid in the identification of individuals who have acquired HIV within the past several months and may be at higher risk of transmitting HIV. This surveillance work can be used to inform HIV programming and improve targeting of prevention activities to sub- populations and locations where high levels of transmission may be occurring.
I-TECH has an outstanding opportunity for a Malawi-based Recency Surveillance Project Director.
The Project Director will be responsible for the overall leadership and oversight of all the components of a complex nationwide Recency Surveillance (RS) project. The Project Director will develop work plans and budget for scaled implementation and ensure deadlines are met. In collaboration with the Deputy Country Director, the Project Director will effectively communicate with and respond to guidance and concerns from both international partners and the MoH. The Project Director will supervise technical, management and operational staff, as well as oversee the activities of sub-partners. S/he will also, provide oversight of expenditures and compliance with regulations. The Project Director will be expected to lead and manage in a dynamic environment and effectively use available resources to meet shifting expectations. S/he will be based in Lilongwe and report to the Deputy Country Director.
Program Implementation, Management and Administration: •Develop an ambitious yet feasible work plan for program implementation, clearly identifying underlying program requirements and assumptions. •Manage all processes associated with project implementation ensuring all key deliverables and deadlines are met according to specified timelines. •Foster collaborative relationships with internal and external program and technical personnel, including the provision of support to the MOH and sub-partners. •Track program performance and progress against targets and make recommendations for program improvement. •Develop a scale-up strategy and conduct assessments and planning actions to increase the potential for scaling-up success. •Ensure that RS implementation is in accordance with approved ethical procedures and ensure any changes to protocol are processed through the CDC, NHRSC and UW IRBs. •Act as internal and external focal person for implementation of I-TECH’s RS project. •In coordination with the Deputy Country Director, serve as an I-TECH liaison on RS activities with the MOH and other implementing partners, including participation and representation at key meetings. •Develop and maintain strong local partnerships to further collaborative implementation and information sharing. •Collaborate with Deputy Country Director, Project Manager, Finance Director, and Senior Program Manager on annual project budget development, budget management and monitoring.
Staff Supervision, Mentorship and Staff Capacity Development: •Serve as supervisor to Project Manager, Lab Specialist, Data and M&E Manager and support RS project’s field operations, HR and finance staff in conjunction with other Directors. •Participate in annual performance reviews for staff supervised, and provide documentation of the review process for employee file. •Support effective communication and efficient functioning of the I-TECH Malawi RS project team through technical support, facilitation of regular team meetings, and regular ongoing feedback. •Increase the capacity of the RS project team to support scaling up activities. •Assist in the recruitment of project staff, as and when required.
Reporting, Monitoring & Evaluation (M&E): •Develop a robust monitoring and evaluation plan and associated framework and tools including development of performance indicators (process, output, outcome) for the Recency Surveillance Project. •Develop and implement efficient systems for the timely development and submission of program monitoring data. •Ensure systematic, consistent collection, compilation and dissemination of indicator data in conjunction with the Data and M&E Manager. •Responsible for writing quarterly, biannual and annual reports, as needed in conjunction with Country Office M&E team. •Contribute to generating lessons from recency project in collaboration with M&E team.
REQUIREMENTS: •Master’s Degree in Epidemiology, Public Health or a related field, with at least 10 years of experience preferably working in complex, multi-faceted health programs. Minimum of 5 years of experience in demonstrated experience in supervising and mentoring managers, technical experts, and support staff. •Knowledge of and practical experience with health systems in Malawi. •Knowledge and understanding of HIV surveillance issues (e.g. population-based surveillance, sentinel surveillance, etc.). •Excellent problem-solving, decision-making, organizational and communication skills with ability to prioritize multiple tasks and work effectively in a demanding environment. •Excellent interpersonal skills, including patience, flexibility, diplomacy, willingness to listen, and respect for colleagues. •Experience in facilitating synergy and collaboration among multidisciplinary teams such as technical operations and finance. •Demonstrated experience with workplan and budget development and management. •Experience with USG (including PEPFAR) funded programs, reporting requirements, and grant rules and regulations. •Stakeholder engagement including government, donors, implementing partners and building consensus at national and subnational levels.
Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.
DESIRED EXPERIENCE •PhD in Epidemiology, Public Health or a related field. •Experience with USG (including PEPFAR) funded programs, reporting requirements, and grant rules and regulations. •Experience with implementation of surveillance activities covering large geographic areas. •Experience with implementation of HIV programs. •Experience in developing and managing effective partnerships.

WORKING ENVIRONMENTAL CONDITIONS This full time position is based at the I-TECH offices in Malawi. The Project Director requires up to 25% travel to countries that often lack adequate public health and safety infrastructure. Travelers must be prepared to follow the UW and US government recommended precautions and prophylaxis for travel safety and disease prevention. The Project Director requires frequent participation in early morning and late evening telephone conference calls in order to accommodate time zone differences between Seattle and its country project sites. I-TECH operates within a grant-funded environment. Due to this, the total amount of this position’s FTE may fluctuate based on program funding and needs.
