The Grants and Contracts Administrator -Post Award Specialist handles the successful financial management of all sponsored project awards to faculty in the Department of Computer Science. The incumbent assists faculty in hiring of staff, procurements of contracts, monitoring of spending, and following-up with other University offices to ensure projects are successful and Principal Investigators are regularly apprised of their budget status. As the designated Department Financial Manager for Sponsored Project, the Post Award Specialist ensures compliance with sponsor's requirements and University's policies and procedures. The Grants and Contracts Administrator - Post Award Specialist is a 2-year term year position ending on or about January 31, 2022. Reporting to the Chair of the Department of Computer Science, the Grants and Contracts Administrator - Post Award Specialist key responsibilities will include, but are not limited to:
Provide proposal development support for faculty and coordinating with faculty and office of sponsored research for preparation of budgets, assisting with preparation of sub-awards.
Assist with the preparation of other forms and documents required for proposal submission, managing Faculty sponsored funds and internal grants and funds while maintaining compliance with the University laws.
Maintain all electronic and hard copy files and systems in compliance with the grant requirements, monitoring and tracking all upcoming contractual actions and deadlines.
Allocate grant funds for projects and with responsibility for monthly and quarterly reporting.
Prepare project reports to funding agencies, which include collecting all material from grant participants and preparing them in the correct reporting format.
Assist faculty with monthly BAR reconciliation, drafting all contractual documents, including budgets and memos necessary to execute contracts and contract modifications for assigned actions.
Ensure assigned contracts and related documents are in compliance with the U.S government and other regulations, laws and procedures.
Assist with the hiring of research staff, booking travel and purchase equipment related to grants and awards.
Process reimbursements for faculty, students, staff and project visitors, collecting and organizing data relevant to outcomes of grants and awards such as publications, patents, and trainee placement.
Collect, organize, and make available project documents, such as papers and presentations.
Minimum of 2 years' experience in post-award sponsored research management, preferably in a higher education setting
Broad knowledge of pertinent regulatory documents including the Uniform Guidance, OMB Circulars A-21, A-110 and A-133, the Federal Acquisition Regulations and the Cost Accounting Standards
Demonstrated financial accounting skills with the ability to reconcile accounts, produce financial reports, and create internal grants management reports by manipulating, in Excel, pivot tables of GMS data
Familiarity with budgeting as required by federal and federal agency-specific guidelines
Have knowledge of financial compliance subject areas such as: Time and effort reporting, Payroll certification, Equipment reporting, Cost transfer regulations, and Cost allocation schemes
Proven abilities to analyze complex problems and communicate (verbally and in writing) effectively with multiple internal and external constituents including faculty members, their staff members, sponsors, auditors and internal and external counsel
Knowledgeable about and conversant in grants management and contracts terminology
Be able to demonstrate strong attention to detail and an ability to manage multiple tasks
