The Food Security Group of AFRE is recruiting two fixed-term Applied Policy Research and Extension Specialists to support program activities in Myanmar. Activities support public agricultural and food system policy and investment reforms to promote inclusive economic growth and improved food and nutrition security outcomes. The program works closely with key government ministries as well as government and civil society think tanks in a capacity building mode. Funding is provided by USAID through the Myanmar Agricultural Policy Support Activity (MAPSA) and the Livelihoods and Food Security Fund (LIFT). The positions report to the senior resident MSU faculty member in Myanmar on a day to day basis, with guidance from the lead MSU campus Principal Investigator and the Food Security Group Co-Directors.
The two Applied Policy Research and Extension Specialists will be based in Nay Pyi Taw, Myanmar. Specific responsibilities include:
Undertake qualitative and empirical analysis and assessments of the government’s agricultural policies, agricultural development strategy, and linkages to the Multisectoral National Plan of Action for Nutrition (MS-NPAN) and Myanmar Sustainable Development Plan (MSDP);
Work closely with national counterparts and international advisers at the Ministry of Agriculture, Livestock and Irrigation, and the Myanmar Development Institute, on joint studies in support of recommendations for improved policies and strategies;
Assist in the preparation of working papers, policy notes and powerpoints in English and in Myanmar language related to joint studies and assessments;
Support specific agricultural sector reform processes (e.g., Agricultural Research Masterplan preparation);
Participate in consultation, outreach and training events for government staff and parliamentarians from union and regional government;
Liaise with staff from the Union Ministry of Planning, Finance and Industry, the Ministry of Health and Sports, the Ministry of Commerce, and the Ministry of Labour, Immigration and Population to obtain additional information and/or authorizations related to studies;
Provide support to international staff from MSU and/or IFPRI visiting Nay Pyi Taw in their collaboration with national organizations and counterparts, as well as for field visits and interviews with private and public sector stakeholders in different parts of the country.
Duration: One year contract with the possibility for renewal subject to availability of funding and performance.
Doctorate -PhD in Agricultural Economics or closely
PhD in Agricultural Economics or closely related field.
Excellent interpersonal and mentoring skills, and experience working with senior government decision makers.
Experience undertaking fieldwork in different regions of Myanmar and engaging with a wide range of stakeholders.
Familiarity with advanced statistical software and spreadsheet applications.
Strong analytical, communication, editing and writing skills.
Fluent spoken and written English and Myanmar language
