The Pitt County, NC Department of Social Services (DSS) is seeking a mission-driven leader to be their next Human Services Deputy Director. The ideal Deputy Director is a strong, and motivated leader with the strategic thinking, planning and executive administration skills to partner with the Director of Social Services and other staff to effectively carry out the purpose of the agency. The purpose of Pitt County DSS is to enable individuals to function at their maximum capacity, to become self-sufficient, to improve their standard of living, to learn to cope adequately with their problems, and to provide preventive services that will avoid family breakup and enable individuals to remain in their own homes.
Reporting to the Social Services Director, the Human Services Deputy Director is responsible for assisting in administering state and federal social services programs established by Chapter 108A of the North Carolina General Statutes in accordance with applicable federal and state rules. Pitt County DSS has a budget of $330 million including Medicaid and Food Stamp benefits, and nearly 300 employees. The three main program areas are Economic Services Programs, Social Work Programs, and Family Support Services. The programs are housed in three separate locations.
The deputy director serves as an overall extension of the Director and assumes overall agency responsibility in the absence of the Director. Supervising a staff of two, the deputy director is a resource for staff in administrative matters and is utilized extensively in the areas of Administration, Services Programs, Income Maintenance Programs and the Child Support (IV -D) Program. This position assists with budget development and takes a lead role in monitoring agency budget, preparing and tracking agency goals working directly with the Director and other Management Team members in internal planning, budgeting, community planning and community relations.
Key Priorities in the first year are:
leveraging relationships with the community, local stakeholders and regional partners to proactively seek and support effective solutions to the social determinants of poverty;
working to create an engaged culture despite the physical barriers of multiple locations as well as the separate program areas to increase retention and renewal of passion for mission critical services;
evaluating the department needs, current staffing, space requirements, efficiency data and service delivery practices in order to assess what alignment and changes, if any, are needed to initiate and implement best practices to meet strategic goals;
providing analysis of constantly changing child support, public assistance and service programs as well as fiscal programs and devising organizational changes to meet new programmatic and service demands; and, implementing new and creative methods for serving clients, such as those with financial crises.
Master's degree in public administration, business administration, social work, or human services field and two years of management experience in a human services agency or business, with a preference for one year of management experience in a human services agency; or graduation from an accredited four year college or university with a human services, business or related degree and four years of management experience in a human services agency or business, with a preference for two years of management experience in a human services agency.
