Responsible for strategy, research, design, communication and overall management of pension, medical, dental, life, disability, and EAP benefits programs. Identifies opportunities, defines problems, and recommends viable solutions which include action plans and timetables. Assists in the development of administrative procedure manuals, forms and reports.
Support plan administration responsibilities for the Muckleshoot Retirement Plan 401(k), including pension audits, compliance, and the Muckleshoot Pension Committee.
Ensure compliance with various governmental reporting requirements such as, Summary Annual Reports (SAR), participant disclosures, and Form 5500 filings.
Manage relationships and contract renewals with benefits consultants and vendors for pension and Health and Welfare benefits in addition to other ancillary benefits; coordinate document and contract review and approval per organizational protocols.
Evaluate and compare applicable existing benefits with those of other employers/sources and provide recommendations to manager and Benefits Committee.
Develop specifications for new/modified plans, solicit and evaluate quotations, and/or make recommendations to management.
Develop procedures, implement, train and monitor regulatory and legislative mandates including the US Department of Labor, HIPAA, ERISA, COBRA, IRC Section 125, and Washington State Insurance Commissioner pronouncements.
Function as Interim Privacy Officer. Maintain the privacy and confidentiality of all protected health information in accordance with the Division’s Policies and Procedures, and in compliance with state and federal regulations.
Coordinate with Finance Director II (Global Benefits) to reconcile and approve monthly medical dental and ancillary benefit billings from various vendors. Coordinate with manager and other departmental staff to prepare various reports related to benefits programs for in-house, insurance and regulatory purposes.
Monitor/audit and provide guidance for the maintenance of benefits eligibility and enrollment for all entities. May include pension eligibility and enrollment.
Coordinate and facilitate the Muckleshoot Pension Committee and the Muckleshoot Benefits Committee comprised of representatives from each Tribal entity.
Liaison with Health and Wellness Center for integration of Wellness Initiative and Center with Tribal benefits program.
Provide assistance to all Tribal Human Resources Departments, as requested, relative to the full spectrum of the Tribe’s employee benefits utilizing a broad knowledge of overall Tribal Human Resources policies, practices and procedures and a thorough knowledge of the Tribe’s benefits programs, to include assisting in the preparation of materials and the presentation of benefit plan changes to employees. Also provides resources and guidance for the Benefits Specialist at each Tribal entity.
Maintain thorough knowledge of benefits and government legislation, socioeconomic trends, and court decisions related to areas of responsibility. Informs manager and Benefits Committee of developments and trends that presently or potentially impact areas of responsibility.
Develop proposals of self-funding for various benefits, including medical/dental and stop loss coverage, with close attention to fiduciary responsibility.
Develop and maintain records that provide for the proper evaluation, control and documentation of assigned operations.

Bachelor’s Degree in human resources, accounting or business related field consistent with the requirements of the position. Five (5) years of benefit plan development, implementation and management experience. Five (5) years knowledge of, and compliance with, benefit-related laws. Five (5) years’ experience with the resolution of complicated benefit claims and issues. Experience in the development, implementation and management of self-funded benefit plans, to include stop-loss coverage, internal funding solutions and creative/cost-saving alternatives required.
