Under general supervision of the Associate Director Parking Services, direct and supervise work assignments ensuring adequate staffing and coverage throughout campus and medical centers for foot, bike and vehicle patrol of parking lots, structures, and bus systems during day and evening hours. Ensure Compliance staff is informed about special University activities, events, enforcement needs and security issues. Ensure staff watches for, documents and reports unusual or criminal activity and other safety/security needs. Supervise the enforcement of parking regulations through appropriate issuance of parking warnings or citations. Oversee the review of parking permits and proper determination of permit validity.
In conjunction with the Adjudication Office, ensure the validity of disabled placards and the status of lost/stolen permits, through use of the computerized citation system or regular interface. Supervise the physical use of parking facilities for a large and complex parking system; supervise parking services, security and enforcement of over 18,000 parking spaces at UCSD's campus and multi-site medical centers. Monitor state and local laws and rules governing parking for changes and recommend advocacy efforts or university policy changes to preserve operating authority and efficiency.
Manage and supervise General Parking Services, Access and Security to include: Driver, Commuter and Parking Assistance Services in parking lots, structures and bus systems; Motorist-Assist Program; Program Development & Management; Security Procedures and Education; Customer/Public Relations; Traffic Control and General Complaint Resolution. Administer advanced parking enforcement technologies, including but not limited to license plate recognition. Manage and oversee Parking Citation Services (Parking Enforcement) to include: Enforcement oversight of 16,000 parking spaces; Parking Warning & Citation Issuance; Citation Review & Resolution (before formal appeal); Auto-Cite System Management; and Administration of Parking Rules and Policies. Coordinate parking facility security, including recommendations for CPTED (crime prevention through environmental design) interventions. Oversee student parking enforcement assistants.
Develop, plan and control an operating budget of $1.6 Million and annual citation revenues in excess of $2 Million. Manage the financial resources of Parking Compliance which also includes assisting in the preparation of annual operational and capital budgets and expenditure oversight. Oversee the purchasing function of the department. Independently handle difficult complaints and public relations problems; research, analyze and check facts; may call meetings with customers or complainants to understand nature of complaint or to explain policy, rules and to resolve issue; make independent decisions regarding the best course of action to resolve problems. Escalate sensitive matters to PS senior management; provide preliminary research and resolution recommendation. This position will supervise and coordinate the work of parking operations and enforcement staff. Direct subordinates to complete assignments using established guidelines, procedures, and policies. Require full knowledge of functional responsibility for assigned area.

Working knowledge of parking policies and procedures or equivalent experience in transportation, parking/events, public administration, mobility transportation or a combination of these.
Must have at least five (5) years experience in parking operations including at least two (2) years in a supervisory capacity. Ability to direct, supervise and coordinate a large, complex and multi-site parking system.
Demonstrated experience designing, monitoring and evaluating parking and/or customer service programs, focusing on continuous improvement in quality and service.
Proven ability to long range plan and forecast and provide ideas and strategies to senior leaders and peers. Proficient in determining parking facility requirements and maintenance programs.
Strong leadership skills in mentoring and advising employees. Actively cooperates and supports the work of others. Solid supervisory skills with ability to motivate staff and create positive team oriented work
