Working within the Purchasing Services Department, the Contracting Officer performs specific tasks necessary for the acquisition of goods and services for various administrative departments and/or academic divisions, and will provide contract administration for contracted suppliers.
Job Duties 1. Facilitate a wide range of procurements from moderate to complex Purchase Orders, Master Purchasing Agreements, and Contracts; issue requests for proposals and negotiate terms and conditions 2. Within Caltech's e-procurement system (Jaggaer) and ERP (Oracle), process orders from beginning to end, which includes obtaining source quotations/bids, issuing awards, preparing and distributing Purchase Orders, monitoring, amending, and closing out Purchase Orders 3. Manage Contracts within the Contract Compliance Tracker module and assist in processing change orders and issuing Contract modifications 4. Communicate with suppliers and Campus customers in order to prepare sound procurement packages; troubleshoot issues such as taxability and order discrepancies; evaluate source documentation (i.e. quote, purchase requisition, non-competitive justification) for completeness; perform cost or price analyses; recommend options that best meet customer requirements 5. Utilize a Caltech issued procurement card (P-Card), place online or specialized orders. Reconcile P-Card transactions monthly, in Caltech's Travel and Expense system (Concur) 6. Provide training to campus customers, which may include Procurement policies and procedures and systems functionality. Training may be one-on-one or classroom style 7. Actively participate in Purchasing Services' Supplier Relations Committee, working directly with Caltech's contracted suppliers to bridge the gap, through relationship building, between the suppliers and Campus customers 8. Assist Procurement Services' Systems Analyst in building and generating reports for the purpose of strategic sourcing 9. Other duties as assigned
Minimum Requirements - Bachelor's degree and 4 years of purchasing experience OR 6 years of purchasing experience
Skills, Knowledge & Abilities: - Proficient in Microsoft Office suite - Experience working in an e-procurement system - Excellent verbal and written communication skills with strong customer focus - Excellent negotiation and problem solving skills - Self-driven with the ability to work as part of a team or independently as an individual contributor - Developing and issuing solicitation documents (i.e. request for proposal), coordinating the evaluation of proposals, and negotiating specifications and terms and conditions - Leading a project or task, which may include speaking or presenting to small groups of internal and/or external customers
Preferred Qualifications - Experience working in higher education - Experience with government procurement and government property accountability - Experience in classroom style training - Active NCMA membership
